Policy Manager, Inclusive Green Finance


The Alliance for Financial Inclusion (AFI) is the world’s leading organization on financial inclusion policy and regulation comprising central banks, ministries of finance and other financial regulators from developing and emerging countries. The member institutions are working together to increase access and usage of appropriate financial services for marginalized people. At present, the AFI network consists of more than 100 member institutions representing 90 countries. AFI’s day to day operations are managed by a Management Unit that is head quartered in Kuala Lumpur, Malaysia. The AFI Management Unit provides a portfolio of value-added services for members to facilitate knowledge exchange and drive smart policy reform.

In 2016 AFIs Membership council recognized that climate change poses the greatest threat to AFI member countries achieving sustainable inclusion objectives and to AFI’s core mandate of bringing smart policies to life. Inclusive green finance is a key development issue across AFI’s key programs and thematic areas. To ensure a financial system that is responsive to the challenges of climate change and to have in place climate friendly financial policies to facilitate sustainable growth, AFI and the Ministry of Environment of Germany, have agreed on a partnership to support AFI’s members achieve the objective of putting in place inclusive green finance policies. The Inclusive Green Finance team will comprise of three staff and is responsible for successful delivery of AFI’s workstream on inclusive green finance, as well as developing AFI’s policy work in this area.


Main Duties and Responsibilities

The key responsibility is to develop new knowledge products and policy guidance on Inclusive Green Finance, to support the newly established AFI Inclusive Green Finance Working Group as well as to support AFI member organizations in preparing, delivering and implementing policy change in this area.

The Policy Manager, Inclusive Green Finance (Policy Manager IGF) will report to the Head, Inclusive Green Finance. He/she will work as a member in the Inclusive Green Finance team and will also work closely with other workstreams as well as AFIs regional initiatives.

His/her responsibilities will include but are not limited to the following:

1. Inclusive Green Finance

  • Develop knowledge products and guidance, such as case studies, guidelines and reports relating to Inclusive Green Finance
  • Provide technical support to Member Organizations in implementing Inclusive Green Finance policies and advise on policy content and development
  • Contribute to the capacity building of AFI members on Inclusive Green Finance
  • Contribute to communications and events related to the workstream
  • Prepare tailored information to external stakeholders and participate in meetings with these stakeholders
  • Prepare reports on activities, outputs, and relevant outcome indicators for internal use

2. Support to the AFI Inclusive Green Finance Working Group (IGFWG)

The AFI Inclusive Green Finance Working Group (IGFWG) was created to explore the area of inclusive green finance, to share experience between members and to build capacity across the AFI network.

The support to the IGFWG will include, but is not be limited to:

  • Support the establishment of the Inclusive Green Finance Working Group and after that support its smooth running and continuous work
  • Facilitate the creation of a common understanding of the topic of green financial inclusion across AFI members
  • Coordinate the development of IGFWG knowledge products on inclusive green finance
  • Facilitate discussion and learning on new developments and good practices on inclusive green finance amongst policymakers 
  • Lead in the preparation of IGFWG meetings
  • In addition, provide support and input to subgroups and regional initiatives on Inclusive Green Finance



The ideal candidate should have significant and relevant experience in financial inclusion policy, as well as an understanding for climate change and its impacts globally. At least 6 years of experience working in or with central banks, finance ministries, international and/or financial inclusion-related organizations would also be an advantage. A Master’s degree in a relevant field such as international development, environmental sciences or finance would be advantage.
