Head of Human Resource


The Alliance for Financial Inclusion (AFI) is the world’s leading organization on financial inclusion policy and regulation comprising central banks, ministries of finance and other financial regulators from developing and emerging countries. The member institutions are working together to increase access and usage of appropriate financial services for marginalized people. At present, the AFI network consists of more than 100 member institutions representing 90 countries. AFI day to day operations are managed by a Management Unit that is head quartered in Kuala Lumpur, Malaysia.

AFI is run by a management unit (AFI Management Unit) that provides a portfolio of value-added services for members to facilitate knowledge exchange and drive smart policy reform.

The HR Department works closely with all AFI Business Units to provide end to end HR and office management services.  


Main Duties and Responsibilities

The Head of HR is a Management Team member and will report to the Chief Operations Officer. The Head of HR will provide a full spectrum of HR services; including compensation & benefits, talent acquisition and management, training and development, performance management, statutory bodies reporting, disciplinary management, expatriate management and office management and administration.

Duties and responsibilities include, but are not limited to:

Talent Acquisition

- Implemented the Talent Acquisition strategy for AFI. 

- Oversee the recruitment pipeline including defining terms of reference, sourcing both international and national talents, implemented structured assessments, onboarding and expatriate management


Talent Management

- Working with managers to design ‘career maps’ for staff and incorporate a strong succession planning strategy.

- Identification of training needs and appropriate training offerings.

- Implementing targeted development and leadership program to ensure a capable and talented workforce.


Organization Development

- Work on the deliverables of key HR projects including the management of the HR delivery plan/HR Activity calendar. A clear understanding of the priorities and dependencies across all HR activities ensuring implementation of such activities are coordinated in the most appropriate way. 

- Manage AFI’s Annual Employee Performance Review, personal development plans, 360 degree feedback and annual increment exercise.

- Manage the annual HR Budgeting exercise.

- Monitor the development and implementation of AFI core competencies, core values, and key performance measure;

- Implement the employee engagement survey and action plans to improve engagement; 

- Develop HR policies and procedures which are in accordance with best practices and business requirements.


Compensation & Benefits

- Design pay-for-performance plans, which include guidelines for salary schemes and bonuses. In addition to this, take the lead in conducting annual salary reviews and payout of all allowances;

- Monitor trends affecting pay and benefits and assess organization’s pay structure compared to other companies;

- Working with vendors to ensure timely processing of payroll and related reports for submission to relevant government authorities such as EPF, SOCSO and LHDN. 


Generalist Projects

- Monitor HR Data, including monthly and quarterly headcount reporting, ad hoc turnover request, ensuring data quality

- Respond to the full range of employee and manager queries on policies and procedures including maternity/paternity leave, flexible working requests, general performance / conduct issues, sickness absence, payroll and benefit matters

- Maintenance of staff files, preparation and distribution of staff announcements, identification of training needs and appropriate training offerings.

- Facilitate smooth transition of expatriate staff and their dependents. This includes initial relocation to KL, visas, schooling, etc.

- Working as an ‘expert’ on our company’s cloud-based HR platform 

- Managing Office Administration including office facilities and vendors



- Degree in Business Studies, Human Resource Management or equivalent. A Masters Degree is HRM or Business Administration or post graduate certification in Strategic Human Resources would be an advantage.

- Minimum 10 years of Human Resource experience, preferably in a multi-cultural organization and Non-profit or the development sector.

- Knowledge of Microsoft products, ESS tools and Internet Job Boards such as Jobstreet, LinkedIn etc.This includes LinkedIn Recruiter seat function.

- Must be well versed with the Malaysian Labour Laws and prevailing HR practices and legislations.Experience in handling work permits and expatriate contracts will be an advantage.
